there are a few of us that are wanting to setup a series
of lpfm stations throughout nz
and the look at expanding around the world
the initial system we will use is the 40w system then
once the first station is setup and revenue gathered we
will expand to the 300w system    these are shown here

i have been talking to apra etc and it seems we can pull
this off however as most of us are either unemployed or
have real life disabilities we are finding it hard to
find the funds to get the first round of equipment
we have a very large pool of dj's already and will expand
as we go
our stream is supplied by a dutch company so costs us
nothing and all our dj's hook into that already

if someone who already has a low power fm station and
would like to earn a small income from this it would
greatly help our needs
there is a lot of info we still need and this forum has
been very enlighting to us
we still have a lot of questions and a lot to learn but
for now if anyone wants to help us out we would be
greatly apreciated

Good on you for trying to get something off the ground.

A few points to note:

1) If you plan to use LPFM (GURL) frequencies, you are limited to 1 watt EIRP. That means there's no point in purchasing a 40 watt or 300 watt transmitter.
You can't use that kind of power on these frequencies.

2) I strongly suggest you avoid the PCS products. They refuse to supply any service information for their products (meaning we can't repair them) and their MaxPro3000+ for example has little in the way of protection and will blow an output final in the blink of an eye. If this happens, you may as well toss the unit in the bin. 

3) In the main centres (Auckland, Wellington, Christchurch, Dunedin) you will find it near impossible to get a clear frequency. These cities are over-represented already with LPFM stations, and there is a lot of noise and distortion in the LPFM bands due to operators using adjacent (or the same!) frequencies as other operators.

thanks for the quick response
i need to learn a little more about the frequencies tbh
apra said everything we were doing was fine but from what
im reading we need to rethink matters

however if anyone already has an operation setup and they
want to make money from broadcasting we can infact feed
what we already have to any pc based broadcasting system

our site is still being built but we can use what we do
their to broadcast anywhere
so if anyone is interesting in hooking up with us they
can still retain their own show/s but would also have the
benifit of 24/7 streaming from dj's all around the world

APRA are not really the people to talk to about setting up a LPFM radio station, they are there to collect royalties for music you play on air.
You need to review the LPFM requirements and laws from RSM (Radio Spectrum Ministry).

the reason we talked to apra was due to the fact we will
be broadcasting advertisements, seems our payments will
be around $11k per year per station

we need some expertise in the lpfm side of our operation,
and as this would eventually lead into a paid position we
would encourage any help we could get at this time,
discussions of a percentage in the global operation could
be offered to the right hands on person

should any "serious" operator/manager wish to talk to us

yep we confermed that
but
we have been offered a commercial licence from apra
so in this regard we will be paying full royalty rights
the reason we are using the low power frequencies is due to
the fact of the way we are structured and is cost effective
at this point   we dont need a studio as we all work from
home only one dj is infact playing from new zealand
