Found it on this blog ( http://nzlpfm.blogspot.com/2006/10/new-zealand-lpfm-changes- announced.html ), however he dosen't say where the info came from.

Anyone got more info on this?

Ok, as expected, they did not provide me with any direct link, but referred me to the Broadcast section of the RSM website.
I've had a quick scout around but can't find anything there that even resembles that page you quoted.

Hi, been looking at your comments, I appreciate that they are old. The RSM website is http://www.rsm.govt.nz/cms, and the LPFM licence can be found at http://www.rsm.govt.nz/cms/pdf-library/gurl-lpfmbc-2.pdf . Currently, the eirp (power out of an isotropic antenna) is 500mW.
